“This minister of a small country is making great politics. What an amazing man! In the domain of external politics, he is a traveler on a fragile boat that he manages to drive as if it was a large ship, and in the internal politics, he has no more than a rotten board, that he manages to transform into a stable rock!” This is what Eduard Herriot, the Prime Minister of France, wrote about Nicolae Titulescu, the Minister of External Affairs of Romania, former Romanian representative for the sessions of the United Nations Assembly (The League of Nations), between 1920 and 1936.

Nicolae Titulescu, considered to be, during the inter-war period, one of the most prestigious personalities of the international political community, was going to become the president of the League of Nations, the predecessor of the United Nations Organization, two times consecutively, between 1930 and 1931.

On June 26th 1945, the San Francisco Charter is signed by 50 states. On October 24th, through the ratification of the Charter by China, France, Great Britain, USA, USSR and by the rest of the signing parties, the UN was founded, as an expression of the state’s determination to avoid another world war, to maintain the peace and the international security, to develop friendly relations between states, to assure cooperation in order to solve economic, social, cultural and humanitarian problems that mankind is confronted with, and to promote and encourage the observance of the human rights and of the people’s fundamental liberties, regardless of race, sex, language or religion.

The political motivations determined Romania not to play an equal significant role in the re-foundation if the multilateral system after World War II, as compared to the inter-war period. Romania becomes a member with full rights of the UN within 10 years from the set up of the world organization, on the December 14th 1955.

Within the 50 years which have passed since the event, Romania has had major contributions to the promotion of the UN objectives. After 1989, Romania was mainly focused on the domains with a major impact on peace and stability at an international level: fighting against terrorism and against the proliferation of weapons of mass destruction, promotion of human rights, participation to operations of maintaining peace.

Romania has been elected as a non-permanent member of the Security Council of the UN in 1962, 1976-1977, 1990-1991. Starting with 2004 and until the end of the year 2005, Romania is a non-permanent member of the Security Council, promoting constantly diplomatic solutions for the problems in the domain of peace and international security, according to the spirit of the UN Charter. In October 2005, our country is assuring, for a month, the presidency of the UN Security Council, a highly responsible and important function on the most representative international scene – the United Nations.
