First commemorative issue is considered to be an issue of additionally printed stamps in honor of the celebration of the 400 year anniversary of the Obod Printhouse. „Believing that an issue of commemorative postage stamps would represent a special contribution to the celebration, the director of Montenegrin postal service Špiro Popović sent a proposition to the Ministry of Interior Affairs: On the occasion of celebration of the 400 year anniversary of the Obod Printhouse, our postage stamps should be printed with these four words - CELEBRATION OF THE PRINTHOUSE 1493-1893 (PROSLAVA ŠTAMPARIJE 1493-1893).”
